He is responsible for developing the ‘Shirat Hayam’ system, which includes computerization of all the core operations of Israel’s religious councils: burial, marriage and kosher certification, along with the application of a financial system to the religious councils. In the past, he served as the head of the data processing division at the Prime Minister's Office and oversaw all support units.
Lior is a graduate of the Open University and an information systems administrators’ course at the National Academy for Leadership, Governance and Management.
ליאור מנהל אגף בכיר טכנולוגיות דיגטליות מידע וסייבר. פיתח את מערכת שירת הים הכוללת את מחשוב כלל מערכי הליבה של המועצות הדתיות: קבורה, נישואין וכשרות יחד עם יישומה של מערכת כספית למועצות הדתיות. בעבר כיהן כראש חטיבת ענ"א במשרד ראש הממשלה והיה אחראי על כלל יחידות הסמך.
