Samy has a Bachelor's Degree in Accounting and Economics, and another Bachelor's Degree in Law. He participated in many trainings on budgetary and management topics, and recently concluded a course for senior civil service staff in the context of the Leadership Academy.
Between the years 2000-2011 Samy served as Deputy Director of the Interior Ministry's Central District, where he was responsible for the proper functioning and approved budgets of 56 local authorities. In addition, he was appointed as a Director at the Israel Securities Authority. Between the years 2003-2005 he served as temporary head of the Lod authorities.
For the past five years, Samy has served as Director General of the Taybeh Municipality, where he is responsible for about 700 workers.
Samy's digital vision is "Taybeh connected: The entire city on the palm of your hand".

בין השנים 2000 -2011 כיהן סאמי כסגן הממונה על מחוז מרכז במשרד הפנים והיה אחראי על תפקודן התקין של 56 רשויות מקומיות ואישור תקציבן. בנוסף מונה לדירקטור ברשות ניירות ערך. בין השנים 2003-2005 כיהן כראש רשות זמני ברשויות לוד.
מזה כחמש שנים מכהן סאמי כמנכ"ל עיריית טייבה ומופקד על כ-700 עובדים.
