Head for Strategic Planning and Policy in the Civil Service Commission

In recent years, Ronen has served as a senior department head for Strategic Planning and Policy in the Civil Service Commission. In this position, he has led strategic organizational processes including external collaborations and organizational change. Ronen serves as chair of the Committee for Manpower Planning in Civil Service, is responsible for introducing innovative management information systems, is a member of the government strategic forum led by the head of the National Economic Council, and is director of the Commission Tender Committee. He heads the steering committee of the "Merkava" project for integrating HR-ERP systems in civil service. In addition Ronen leads processes of negotiation and collective agreements vis a vis the State Employee Union, is in charge of personal affairs, and is responsible for issues related to the appropriate representation of women, the Ultra-Orthodox, and minorities in civil service.
During 1999-2012 Ronen filled various positions in the IDF, retiring at the rank of colonel. Most notably, he served as Central Command manpower officer and head of the planning department in the Land Forces Administration. Prior to these, he served in a range of positions at the Command and Division levels.
Ronen has a BA in Economics, Sociology and Political Science from Bar Ilan University, and an MBA with distinction from Ben Gurion University.
בשנים האחרונות משמש רונן כראש אגף בכיר לתכנון אסטרטגי ומדיניות בנציבות שירות המדינה. במסגרת תפקידו זה מוביל רונן תהליכים אסטרטגיים ארגוניים הכוללים שיתופי פעולה חוץ-משרדיים והנחלת שינויים ארגוניים. רונן משמש כיו"ר וועדת תכנון כוח אדם בשירות המדינה, אחראי על הכנסת מערכות מידע ניהוליות חדשניות, חבר בפורום האסטרטגיה הממשלתי בהובלת ראש המועצה הלאומית לכלכלה, יו"ר וועדת המכרזים הנציבותית ויו"ר וועדת ההיגוי בפרוייקט ה"מרכבה" - הטמעת מערכות HR-ERP בשירות המדינה. בנוסף מוביל רונן תהליכי משא ומתן והסכמים קיבוציים מול הסתדרות עובדי המדינה, ממונה על תנאי השירות ואחראי לנושאי ייצוג הולם בשירות המדינה לנשים, חרדים ומיעוטים.
בשנים 2012-1999 מילא רונן תפקידים שונים בצה"ל, והשתחרר בדרגת אלוף משנה. בין תפקידיו הבולטים שימש כקצין שלישות של פיקוד המרכז וראש מחלקת תכנון במטה זרוע היבשה. לפני כן מילא תפקידי ביצוע בפיקודים ואוגדות.
לרונן תואר ראשון בכלכלה, סוציולוגיה ומדעי המדינה מטעם אוניברסיטת בר אילן, ותואר שני במנהל עסקים בהצטיינות מטעם אוניברסיטת בן גוריון.
