Since 2013, Roy serves in the Prime Minister's Office as senior area director of the unit in charge of biometric applications. In this position, Roy leads inter-ministerial teamwork aimed at formulating a policy for secure identification and at developing an integrative national policy for biometric applications, and guidelines for its realization.
In 2010-2013, Roy served as an area head in the Chashavim company of the Kav Manche group, where he managed a department of internet products with monthly traffic of hundreds of thousands of unique surfers, and was also responsible for marketing strategy and business development of the products. Prior to this, he led a complex merger of the activity he directed "Techdi", when it was purchased by Chashavim.
In addition, Roy was product manager at CDI Systems, a company in the E-Publishing field.
Roy has an MBA with distinction, with a specialty in Marketing and Finance, and a Bachelor’s degree in Law, both from the Hebrew University. He is a graduate of summer courses in International Marketing at the University of California, sponsored by a scholarship from the Merage Foundation. Roy is a Certified Biometrics Professional (CBP) from the Institute of Electrical and Electronics Engineers, and has accreditation from John Bryce College in Website Promotion.
משנת 2013 משמש רועי מנהל תחום בכיר ביחידת הממונה על היישומים הביומטריים במשרד ראש הממשלה. במסגרת תפקידו זה, מוביל רועי עבודת צוות בין-משרדי האמון על גיבוש מדיניות להזדהות בטוחה, וכן עב ודה לגיבוש מדיניות לאומית אינטגרטיבית ליישומים ביומטריים וקווים מנחים (Guidelines) למימושה.
בין השנים 2013-2010 שימש רועי מנהל תחום בחברת חשבים מקבוצת קו מנחה, שם ניהל מחלקת מוצרים אינטרנטיים בעלי תנועה של מאות אלפי גולשים יחודיים מידי חודש, והיה אחראי גם לאסטרטגיה השיווקית ולפיתוח העסקי של המוצרים. קודם לכן, הוביל מיזוג מורכב של הפעילות אותה ניהל, "תקדין", במסגרת רכישתה על ידי חברת חשבים.
תפקיד נוסף, אותו מילא רועי, היה ניהול מוצר בחברת CDI Systems העוסקת בתחום ה E-Publishing.
רועי בעל תואר שני בהצטיינות במנהל עסקים עם התמחות בשיווק ומימון ותואר ראשון במשפטים, שניהם מן האוניברסיטה העברית.
רועי בוגר לימודי קיץ בשיווק בינלאומי באוניברסיטת קליפורניה, במסגרת מלגת לימודים של קרן Merage.
לרועי הסמכה CBP (Certified Biometrics Professional) מטעם ארגון ה- IEEE(Institute of Electrical and Electronics Engineers), והסמכה בקידום אתרים מטעם מכללת ג'ון ברייס.
